Chris Baker

Attorney

Chris Baker is a partner at Parker-Baker in Little Rock. His practice is civil litigation, with a focus on storm damage and insurance claims, and federal criminal defense in the Eastern and Western Districts of Arkansas. Chris also handles a variety of complex criminal claims involving mental health issues across the state.

He spent a decade in the Navy as a Fire Control Technician First Class on submarines out of Pearl Harbor. After the Navy he ran a legal investigations practice, then came to Little Rock for law school and earned his J.D. from the University of Arkansas at Little Rock William H. Bowen School of Law in 2022.

After law school he practiced federal criminal defense and civil plaintiff work in Central Arkansas. He is admitted in Arkansas and in the U.S. District Courts for the Eastern and Western Districts of Arkansas and the Eighth Circuit, and has served on the CJA panel for the Eastern District of Arkansas since 2023. He founded Parker-Baker with David Parker in 2026.

David Parker

David Parker is a partner at Parker-Baker in Little Rock. His areas of practice include criminal defense, with an emphasis on DWI and DUI, white collar, and traffic defense, general litigation, and overall legal problem solving.

A Little Rock native, he graduated from Catholic High, earned a B.S. in Applied Mathematics from the University of Arkansas at Fayetteville, and received his J.D. from the University of Arkansas at Little Rock William H. Bowen School of Law in 2008.

He started as a deputy prosecuting attorney in White County, trying criminal cases in district and circuit court and sitting as Special Judge in the civil division. He then represented the Arkansas Department of Finance and Administration in DWI driver’s license appeals statewide and worked with legislators in drafting the current DWI laws in Arkansas. After years in private practice doing DWI, criminal defense, and civil litigation in Little Rock, he started Parker-Baker with Chris Baker in 2026.

David has been appointed by the Governor’s Office to serve as a Special Justice on the Arkansas Supreme Court on numerous occasions. He was appointed to, and currently serves on, the Arkansas Sentencing Commission. He has received numerous local and national awards regarding his practice, including Soiree and AY magazine “Best Lawyer” awards, and in 2023, was voted as the Best Lawyer in Arkansas by the readers of the Arkansas Times.

He is a founding member of the Little Rock Touchdown Club.
